Senate Rule 22 President Woodrow Wilson suggested that some limits be placed on the unlimited debate concept. In 1917 the Senate adopted Senate Rule 22, now known as the "cloture" rule. Long read and analyzed each section of the Constitution, a document which he claimed had become "ancient and forgotten lore" under President Roosevelt's New Deal.

After the reading of the Constitution Senator Long offered to give advice to the remaining senators on any subject of their choosing. No senator took Long up on his offer but the gallery patrons began sending notes to the floor for Senator Long to extemporize on. That kept Long going into the early hours of the morning. At 4 a.m. Long yielded the floor in order to use the restroom and his proposal was defeated. James Stewart brought more fame to the filibuster when he played the role of Senator Jefferson Smith in the 1939 film, "Mr. Smith Goes to Washington." Stewart's character launched into a filibuster in response to an attempt to ridicule him.

After the 1979 Soviet invasion of Afghanistan, U.S. President Jimmy Carter issued an ultimatum stating that the United States would boycott the Moscow games of 1980 if Soviet troops did not withdraw by February of that year. When Soviet troops remained, the boycott was joined by Japan, West Germany, Canada, China and sixty others. The United Kingdom, France and Greece were sympathetic to the boycott but allowed their athletes to participate of their own volition if they so wished. Italy's government also supported the boycott. Those of its athletes who were members of the military corps did not compete. In 1984, the U.S.S.R. responded by refusing to take part in the Los Angeles games, citing "chauvinistic sentiments and an anti-Soviet hysteria being whipped up in the United States". The U.S.S.R. was joined by thirteen of its allies, while post-revolution Iran also joined, making it the only nation to boycott both the 1980 and 1984 games.

Ahead of its 2012 GOP presidential primary, South Carolina is under fire for having enacted a voter identification law that would require citizens to show poll workers a photo ID before voting. (You know-sort of like having to pay a poll tax and prove your ancestors came over on the Mayflower.) The law is intended to curb voter fraud, which is more prevalent in South Carolina and other southern states and states with relatively small populations. Some states' historically corrupt local governments and proximity to the Mexican border have yielded a disproportionate incidence of voter-impersonation fraud, including non-citizens voting, ex-felons voting, and dead people voting. Small populations increase the influence that a handful of invalid votes can have on a precinct's outcome. Seven states besides South Carolina require a government-issued photo ID to vote: Texas, Georgia, Tennessee, Mississippi, Indiana, Wisconsin, and Kansas. Seven additional states require a simple photo ID: Florida, Alabama, Louisiana, Michigan, South Dakota, Idaho, and Hawaii. Three states passed photo ID laws in 2011 but were blocked by their governors' vetoes. Sixteen other states require non-photo identification.

So South Carolina isn't exactly doing something new and different. Meanwhile, the Obama camp has been riling up its base by accusing Republicans of trying to disenfranchise minorities. Last month the Obama Justice Department blocked South Carolina's attempts to implement its law, claiming that the statute violates the Voting Rights Act of 1965-the first time the Department has interfered with a state's voter ID requirements since 1994. The Department is also taking its sweet time approving Texas's recently passed voter ID law. On Monday, Attorney General and chief racial instigator Eric Holder ginned up the controversy again at a Martin Luther King rally in Columbia, South Carolina.

Democrats use this tired old tactic time and again: Take a perfectly neutral, fair-minded policy whose originators don't consider or mention race in the slightest, then twist it to make it look as though people who support it are bigots. College admissions committees should be color-blind? Racist. Black firefighters should pass the same test as white and Hispanic firefighters? Racist. Voters should produce photo IDs before they vote? Racist. Opponents of the law argue that, since getting a photo ID costs money, the voter ID requirement constitutes an illegal poll tax. Never mind that it's free to get a state-issued ID in South Carolina, and that Governor Nikki Haley has supplied taxpayer-funded, free carpools to take people to pick up their free IDs at the DMV.

There is a lot of circumstantial and in some cases, very questionable evidence that Iran may have or be developing a nuclear weapon, the real and provable facts are very thin and do not back up the claims made by the Western world about the supposed nuclear stance of this Persian powerhouse. Are Democrats insinuating that African Americans can't fill out the required forms?

It was the worst kept secret that leadership was an opportunity to enrich self and channel the bulk of state funds to developmental projects in one's part of the country. When politicians came to power, a quota system of governance was written into most political party's constitution but with the growing number of ethnic groups from the south seeking to be part of the power sharing arrangement, the northern neighbours who had become accustomed to power had to wait longer to take control of the country's wealth. This new arrangement was not welcomed by some northern elite.

All illegal aliens are required by this new rule to be registered with the federal government. They can file with the immigration department to see if they are eligible for any work permits but this is not even guaranteed. The police in the state have a right to arrest any person if they believe they have committed a crime that warrants them to be deported.

The law becomes burdensome to US citizens and permanent residents who have never had to prove their status in the country. This is bad for the state because many people both legal and illegal are shying away from visiting the state in order to avoid being harassed by police officers.

Government bails out NHS Litigation Authority

The purpose of the NHS Litigation Authority is to provide a source of funds to pay compensation and legal costs to sufferers of negligence at the hands of NHS practitioners.

But compensation claims for medical negligence have, in recent times, increased significantly. As a result, the Department of Health has now been forced to deliver a 185-million bailout to the NHS Litigation Authority. The payment is to cover the costs of legal expenses and compensation claims between January and April 2012.

Government figures indicate that the maximum possible amount for negligence payouts faced by the NHS, if all cases brought against it were lost, has rocketed over the past ten years. The figure rose from 5.31-billion in 2001 to 16.85-billion in 2011. Annual payouts over the same period grew from 277- million in 2000-01 to nearly 1-billion in 2010-11. The number of clinical negligence claims has also risen in the past five years, from 5,697 to 8,655 per year.

The Health Secretary Andrew Lansley has blamed the increase in payouts on a significant rise in claims lodged on the basis of "no-win, no-fee". These claims are instigated by "claimant farmers" (or, as they are usually better-known, "ambulance chasers") who encourage NHS patients to sue for negligence without the risk of incurring financial loss if they lose the case. The successful claimant's legal expenses are, under the present system, paid for by the defendant in addition to any compensation payable.

The Department for Health has joined forces with the Ministry of Justice in supporting radical proposals which will, if implemented, result in a strong clampdown on claimant farmers. According to a spokesman for the Ministry of Justice, claimant lawyers and claimant farmers are "making a packet" under the present system. Tom Fothergill, the financial director of the NHS Litigation Authority, indicated that the presence of no-win, no fee lawyers has resulted in a significant increase in costs. Another factor is a recent legal ruling which has resulted in the wages of claimants' carers being linked to earnings rather than to inflation.

The Government has vowed to restore common sense to the civil litigation funding and costs system in England and Wales, and is now pressing ahead with plans for radical reform of the whole system. The new proposals will result in successful claimants having to pay their legal expenses from their own compensation payout, rather than being able to claim these additional costs from the defendant.

But it is easy to reconcile with the view that, when it comes to his re-election, the current president is not the sort of guy to stand on ceremony.

However, the mechanics that are involved in it is no different from those found in nature. The players and considerations might be different but the goal and purpose remain the same. Survival and dominance pursued by non-sentient organisms are the same as those that humans pursue.

In the realm of politics evolution is a prime attribute for an individual or a group to survive and thrive. Human history yields many examples as to individuals changing to survive. They shift allegiances when faced with the defeat of their current ally. The reality of power and influence today, be they in the frame of government or not, is about adapting to the constantly shifting dimensions of human relationships.

In this case, the House reinforced the Senate's claim that it was not really away. The Constitution stipulates that each house must obtain the other's permission before taking a recess of more than three days. Usually, this permission is granted by a concurrent resolution passed by both houses. By not introducing or passing such a resolution, the House makes it legally impossible for the Senate to totally shut down for more than three days, and therefore makes it difficult for a president to claim the Senate is in recess. Congress first employed this practice last summer and implemented it again this winter. The White House has argued that, because the Senate is unavailable to offer "advice and consent" while holding only pro forma sessions, recess appointments ought to be permissible. That's debatable. And "ought to be permissible" is a very different matter from "are permissible."

Rorkes Drift Hero - CSM Frank Bourne

The defence of Rorkes Drift is incontestably one of the most notable actions in the past in the English armed forces. It was at this modest mission station along the border of Zululand and Natal where 4,000 Zulu warriors attacked the garrison of not more than 140 Brit squaddies. The soldiers fought for their lives all night and by the early morning, the Zulu warriors had retreated. The top award for gallantry in the UK Army is the Victoria Cross and the action at Rorkes Drift saw 12 VCs awarded, more than in each other individual action in history.

The fight was portrayed in the Stanley Baker movie "Zulu" and one of one or two leading characters who acted heroically at Rorkes Drift, at the end did not get a Victoria Cross. Color Sergeant Frank Bourne was instead awarded the Distinguished Conduct Medal that is ranked 2nd behind the Victoria Cross. Additionally, Bourne was also offered a commission but he declined. Being the eighth son in their household, there wasn't any money available and this was a point in time when wealth was used to buy commissions for officials in the UK Army.

Bear in mind, Bourne was destined to be a vocation infantryman and a really good one also. Closely following S. A. , he served in both India and Burma prior to eventually earning his commission 11 years following the Battle of Rorkes Drift. He at long last retired from the English Military in 1907. I was reminded of a good piece of advice recently: Don't look at you political opponents and their issues through your eyes. Look at what they say about issues through their eyes. This is very important. Let me tell you why. If you look at leftist, progressive, socialist, anyone with an anti-liberty bias, through your eyes, you may give your political opponents a benefit of the doubt they don't deserve. You may convince yourself that they only believe the way they do because they don't know any better. You make excuses for them saying, if they only knew... or don't they realize... Yes, they do know. Yes, they do realize.

The core of these attacks is Romney's career at Bain Capital, the centerpiece of Romney's campaign. Romney claims that his private sector experience of working to turn around and build companies uniquely qualifies him as the best candidate to tackle our nation's ugly financial mess, open up new markets for American businesses, and put many Americans back to work. And given the depth of our daunting financial mess and the backgrounds of Romney's competition - four career politicians and a player who grew up in his dad's company - it's little wonder that his message has worked. The results confirm that, in the minds of many, the strength of Romney's Bain message now trumps the warts that have always plagued Romney - an inconsistent record on social issues, a Massachusetts Romneycare plan that looks too much like Obamacare, a religion that many evangelists despise, and an inability to generate any giddy passion from voters. And, for that very reason, these Bain Capital allegations are dead serious. If in fact there is any substantial truth in them, the core pillar of Romney's candidacy could crumple.

But the significance of the attacks reaches beyond the risks to Romney's political fortunes. They go right to the heart of his fitness to serve as President. The essence of the allegations is not incompetence or bad judgment. The attacks are about character. Perry has no problem calling Romney "unethical" and claiming that he is unfit to lead the nation. And the Gingrich clowns fabricate facts to make Romney out to be downright evil. One can only imagine what the hard left has in store for Romney. So, on this one, the bottom line truth is all-important. Are these allegations by Romney's "colleagues" just another example of gross, politically-motivated intellectual dishonestly? Or was Romney really a bad guy at Bain Capital?

Bain's history is not an open book - nothing like a public company. It's a private investment firm that primarily invested in private companies. But real facts about Romney's Bain experience are now showing up and likely will continue to surface as the candidates take their circus to South Carolina. And the more I read about Romney's leadership at Bain, the more I am convinced that the truth (if smartly revealed) could set Romney free to actually strengthen his message.

Engineers engineer our world. Therefore it is up to engineers to take the lead and engineer a world in which the fundamental structure is democratic, thus fostering Liberty, thus improving the community at large, thus benefiting all Americans through the innovation of American integrity. How is it that we allowed undemocratic forces to usurp the fundamental principles that gave us all Liberty? The pursuit of Happiness is not viable under the present paradigm. Corporations require a complete structural remodeling to mirror the democratic American values that promote Liberty, and happiness for all. This is not a dream.

There is no doubt that, under Romney's leadership, Bain itself flourished as a company, delivered big for its investors, and did so by wrestling hard to build (not destroy) companies that it targeted for investment. Perry, Gingrich and many others may not understand or appreciate the role and importance of private equity investing and definitely want to perpetuate some false, twisted notion that Romney had a duty to create and maintain jobs that made no economic sense. But what's clear is that Romney did help many companies grow and, in the process, earned the reputation of a highly respected, honorable CEO of one of the absolute best private equity firms. And as hard as many might try, there does not appear to be any rational basis for likening Bain's business activities under Romney's leadership to the Wall Street shenanigans and abuses that lead to the bailouts and the garbage that nearly all have come to despise.

The time is here to identify the painful, insidious division, correct the problem and end the conflict. Is America a warrior empire that neglects its countrymen, or is America that shining light on the hill where the countrymen protect the eternal principles upon which America was founded, which today are in a state of severe disrepair? An engineer nexus made up of American engineers can bring the country back to its former glory. This is the only patriotic course. There is no other way.

HASSAN ALI - MASUK PAS KERANA ISU ANWAR, DIPECAT PUN KERANA ANWAR JUGA?

TIDAK perlu rasanya Dr Hassan Ali cuba mencari alasan mengapa beliau dipecat dari PAS.  Apa pun alasan beliau, PAS kini telah melabelkan beliau setaraf dengan Zul Kulim dan Berahim alkataki, tidak kurang atau lebih dari itu.  Maka, alasan Dr Hassan Ali seperti yang beliau sebut di Malaysiakini bahawa beliau dipecat kerana DS Anwar merupakan satu alasan paling bodoh, bengap dan gelabah dari seorang Pakar Motivasi.

Semua tahu Dr Hassan Ali sertai PAS sewaktu PAS mulai merasa `kesenangan' bukan di kala PAS susah.  Isu pemecatan dan kezaliman DS Anwar, tidak seorang pun boleh menafikan membantu menaikkan sokongan terhadap PAS dan di kala itu lah Dr Hassan Ali memasuki PAS.  Di kala PAS berada di dalam keadaan `sukar' sebelum itu, Dr Hassan Ali senang lenang di bawah BTN.  Ertinya, faktor DS Anwar Ibrahim jugalah menjadi salah satu sebab Dr Hassan Ali beralih kepada PAS.  Jika beliau tidak mahu mengaku, terpulang kepadanya tetapi kita tahu Dr Hassan Ali sertai PAS ketika PAS mula mendapat sokongan ramai atas isu DS Anwar ketika itu.

Jika Dr Hassan Ali berada di dalam PAS adalah disebabkan oleh isu DS Anwar, maka kali ini beliau terpelanting dari PAS juga adalah kerana orang yang sama?  Dr Hassan Ali jangan fikir orang lain yang bukan pakar motivasi sebodoh itu untuk menerima alasan beliau dipecat.  Terdapat dua persoalan yang saya mahu ulas di dalam isu Dr Hassan Ali ini.

Pertama, beliau berkata beliau dipecat kerana DS Anwar.  Bilakah masanya pernah sepatah atau sebaris ayat yang DS Anwar memberikan bayangan agar Dr Hassan Ali disingkirkan dari PAS?  Tiada sebab DS Anwar mahu Dr Hassan Ali dipecat sedangkan perlantikan jawatan Exco Agama yang diberikan kepada beliau oleh MB Selangor dari PKR itu tidak pernah dibantah oleh DS Anwar.  Jika DS Anwar anti sangat kepada beliau, mudah sahaja, DS Anwar boleh arahkan Tan Sri Khalid selaku MB Selangor melantik tokoh PAS yang lain untuk jawatan Exco Agama tersebut. 

Kedua, Dr Hassan Ali menyebut bahawa mengapa YB Azmin mencampuri urusan dalaman PAS dengan mencadangkan agar beliau dipecat dari PAS.  Dr Hassan Ali lupa bahawa beliau juga telah menyentuh dan memburukkan imej DS Anwar Ibrahim yang pada waktu itu sedang berdepan dengan mahkamah.  Dr Hassan Ali terang-terangan meminta mahasiswa dan orang ramai agar tidak menghadiri perhimpunan di mahkamah pada 09 Jan yang lalu untuk memberikan sokongan kepada DS Anwar.  Beliau turut menyatakan bahawa kes DS Anwar adalah kes atau masalah peribadi dan tiada kena mengena dengan rakyat.

Bukankah kenyataan beliau itu menghina secara peribadi DS Anwar dan para penyokongnya?  Lupakah beliau bahawa DS Anwar itu adalah Ketua Umum PKR.  Apa hak beliau untuk menghina Ketua Umum PKR?  Jika beliau tidak mahu hadir bersama anak bininya ke mahkamah pada 09 Jan yang lalu, mengapa busuk sangat hati perut beliau untuk menghasut orang lain agar tidak menyokong DS Anwar?  Maka, dengan penghinaan sedemikian rupa Dr Hassan Ali terhadap Ketua Umum PKR maka beliau mengharapkan ahli-ahli dan penyokong PKR boleh berdiam diri?

Justeru itu, amat tepat dan wajib bagi YB Azmin selaku Timbalan Presiden PKR bangun membantah dengan keras keegoan Dr Hassan Ali itu.  Jika beliau boleh hina pemimpin PKR, mengapa beliau pertikaikan YB Azmin mencampuri urusan dalaman PAS?  Pemimpin PAS tidak sebodoh Dr Hassan Ali yang, maka atas dasar Dr Hassan Ali melakukan perbuatan yang merugikan atau memalukan PAS maka beliau seharusnya dipecat.  Jika kelakuan seperti ini dibiarkan di dalam PAS, suatu hari nanti akan ada ahli-ahli atau pemimpin lain dari PKR atau DAP yang menghina pemimpin PAS pula.  Sehubungan itu, tindakan PAS ke atas Dr Hassan Ali amat tepat dan bijak.

Oleh yang demikian, Dr Hassan Ali jangan cuba untuk melindungi sifat ego, sombong dan bebal yang ada pada dirinya dengan menyalahkan orang lain.  Beliau memang tidak selayaknya berada di dalam PAS kerana beliau bukan pejuang Islam yang tulen.  Pejuang Islam yang tulen tidak mempunyai hati yang busuk dan bersifat hasad dengki.  Jika beliau sekarang ini kesempitan wang samada tidak mencukupi untuk menangung hutang atau mahu hidup mewah, tempat beliau sebenarnya adalah di dalam Umno.  Itu pun jika beliau sanggup menjadi `lembu di dalam kondo'./wfauzdin.blogspot.com

KUALA LUMPUR 15 Jan. - Bekas Pesuruhjaya PAS Selangor, Datuk Dr. Hasan Ali tidak akan sama sekali membuat sebarang rayuan untuk kembali menyertai PAS setelah dipecat seminggu yang lalu.

Beliau menjelaskan, pendirian beliau amat jelas mengenai Islam akan tetapi ianya telah dikhianati oleh sekumpulan 'Parasit' dalam parti yang cuba membawa perjuangan parti luar dan menyekat objektif utama PAS itu sendiri.

“Saya tak boleh, jiwa saya tak boleh. Saya tidak nampak kenapa harus kekal dalam parti,” katanya.

“Saya tidak boleh melakukannya ketika dalam parti, kerana rakan dalam parti dan kumpulan ‘parasit’ ini tidak suka isu arak dan murtad di Selangor diperjuangkan kerana hendak meraikan rakan lain yang bersekongkol dalam parti.

“Saya sanggup digugur dalam Exco dan meninggalkan segala keistimewaan. Walaupun saya cukup selesa dengan kedudukan sebagai exco, saya tinggalkan demi menyelamatkan diri, anak-anak, keluarga dan umat Islam,” tegas beliau.

Hassan yang juga merupakan ADUN Gombak Setia telah dipecat keahlian PAS pada Ahad lalu sehari selepas beliau mengkritik tindakan Pakatan yang bakal menganjurkan Perhimpunan Bebas Anwar 901.

GOMO: Itulah hakikat yang sebenar kita rakyat Malaysia perlu tahu. Kerana Anwar Ibrahim dan pengaruhnya maka orang yang menghidupkan Islam dalam PAS dinyahkan.

Bukan sahaja didalam PAS Parasit Anwar sudah menguasainya tetapi dalan UMNO juga ianya masih wujud dengan pelbagai nama dan gaya. REFORM sana sini hakikatnya itulah Anwarista yang kekal berjiwakan Anwar Ibrahim.

Hassan Ali tidak rugi dalam pekara ini kerana ianya telah merugikan PAS secara total. Semakin kuat desakan dari bawah yang mahukan penjelasan dari kepimpinan PAS pusat mengenai pemecatan Hassan Ali.

Hassan Ali dipecat tampa melalui proses yang seadilnya buat beliau dalam membela diri. Tidak diminta surat tunjuk sebab, tidak dihadapkan ke lembaga disiplin party sebaliknya terus dipecat bagaiman sampah.

UMNO dikatakan keji oleh pembangkang tetapi Maruah UMNO lebih tinggi dari PAS yang jelas bertuankan penyembah Dubur Anwar Ibrahim.

Renungkan lah wahai umat Islam sekalian, Anwarista ataupun Parasit akan menghantui jiwa anda bila anda gagal mengawal emosi dalam mengenal erti apa itu Islam.

Oh lupa nak khabar, awat Naib Presiden PAS Salahuddin Ayob tak turun demo 901? Hehehe sampai la ni dia senyap pasal Anwar dan Hassan Ali. Ada yang tak kena ke? Huhuhu
